Since the implementation of the special action for the transformation and Upgrading of Safety production in Shandong Chemical Industry three years ago, the construction of professional parks has promoted the entry of enterprises into the zones and parks, strengthened the cooperation, extension and reinforcement of high-end industrial chains between upstream and downstream enterprises, and accelerated the formation of chemical industry ecology.

On September 7th, the MMA project with the largest annual production capacity of 200,000 tons was put into operation in Zibo Qi Xiangtengda Company. MMA material is used in plexiglass manufacturing, which is the high-end product of the petrochemical carbon four industrial chain. However, a few years ago, Qi Xiangtengda could only produce primary products of the carbon four industries, and its comprehensive utilization rate of resources was less than 40%. The enterprise wanted to extend the industrial chain, but at that time the product market downturn, difficult transformation. At this time, Zibo started the construction of chemical industry park, focusing on carbon three, carbon four and other industrial chains to develop downstream deep processing projects. Qi Xiangtengda saw the opportunity in the predicament and became the first enterprise to enter Qilu Chemical Industry zone. Qi Xiangtengda has built the most productive maleic anhydride plant in China, "eating and squeezing all four carbon resources", and the company's operating income has increased by more than 6 times. Soon, there was a second chance. In 2017, Shandong launched a special operation to transform and upgrade the safe production of chemical industry, and chemical enterprises withdrew from the city and entered the park one by one. The number of projects in Qilu Chemical Industry Zone reached 116. Driven by the demand of nearby enterprises, Qi Xiangtengda continues to extend the carbon four industrial chain, investing 17.7 billion yuan to construct projects such as MMA and epoxy propane.

In the three years since the implementation of the special action for the transformation and Upgrading of safe production in the chemical industry, the enrollment rate of shandong chemical enterprises has increased from less than 20% to 34%. Shandong is studying to accelerate the formation of industrial ecology in the park by building industrial chain alliance and cultivating leading enterprises.

In order to strengthen the chemical industry chain, this year the Provincial Chemical Industry Special Action Office has mobilized over 130 key technology needs of chemical enterprises in the province, and 30 of them have reached cooperation intention through technical exchanges and docking with universities and institutes such as Chinese Academy of Sciences and Zhejiang University. At the same time, the "Four batches" project library of chemical enterprises has been continuously improved, with a total investment of 593.2 billion yuan, reaching 340 projects. At present, 47 projects have been built and 216 are under construction.
